Navigation: Overload of unneeded "Slight Right" and "Slight Left" instructions

Our planner is adding to many totally unneeded "slight left" and "slight right" instructions, probably more than 90% add no real value since there is no road changes.
We need to change the engine to not show these unless there is a road change.
