Roadbook split screen adjustment

Allow the roadbook / map split dimensions to be adjusted.
A drag handler to manually adjust the size between the two.

tried it and it works to make the top 3 widgets fit on top of the notes.
could we have 3 note lines instead of 4 as well , when using split screen ?
