some gpx files import as 2 tracks to planner when they are only 1

there was a bunch of discussion about planner not importing properly in the rumo beta testing are of discord. initially it was thought it only happened to gpx files with via points but that is not the case. This happened to me often as I moved a large library form locus to hub using planner to combine multiple tracks in to 1 gps. The bug only happens in planner. The attached file is was recorded in locus but shows the error.

Currently DMD2-Next + HUB Planner does not handle segments, basically it was splitting segments into tracks.
We do not want to add an extra layer of complexity to the app and planner.
For this reason i only inverted the logic, like classic DMD2, the segments are now merged, so it retains the track amount, but segments get merged.
